1. The confetti was at the bottom of the balloon, and if you shake the balloons, the static keeps the confetti up.
2. In order that the confetti float in the balloons, stretch the balloon before inflating. Rub inflated balloon against hair, carpet, or wool. Move balloon around when rubbing.
3. Spray a little bit of water into the balloon and rub it on the carpet, the confetti is easier to stick to the sides of balloons.
